The Sutherland Shire is a brownfield locating market, and the next decade is going to make that harder before it makes it easier. The Shire carries three industrial precincts: Caringbah and Taren Point, Kirrawee, and Kurnell. Caringbah and Taren Point is by far the largest, holding roughly 780,000 square metres of industrial stock, much of it built and serviced in an era when as-built records were kept loosely if they were kept at all. Tenancy fitouts, yard reconfigurations and hardstand works happen constantly across that footprint, and each one puts an excavator near services that were installed by somebody who has long since left the site. Kurnell is the bigger change. Ampol launched the Kurnell Energy and Industry Precinct in July 2025 to convert redundant refinery land into an industrial hub, including an 800MW battery energy storage system. Separately, a NSW Government planning proposal exhibited between 10 April and 11 May 2026 would enable around 4,300 new dwellings across a 210 hectare parcel on Captain Cook Drive. Both sit on a peninsula that already carries major water, fuel and energy infrastructure inside a very constrained footprint, with one road in and one road out. The locating problem at Kurnell is not just finding assets, it is finding assets that are live, high consequence and frequently undocumented, on a site where you cannot simply reroute traffic while you work. Geology helps here more than it does further west. The Shire sits largely on Hawkesbury Sandstone with sandy surface profiles, and Kurnell itself is a sand peninsula. Sandy ground attenuates radar far less than clay, so ground penetrating radar generally returns cleaner data and useful depth in the Shire than it does in the shale country around The Hills or Blacktown. That matters most for the assets electromagnetic methods cannot see: poly water mains, fibre, non-conductive sewer and abandoned pits. The rest of the Shire is steady infill. Medium density redevelopment continues through the Cronulla and Woolooware corridor, Kirrawee keeps converting industrial land to residential, and Sydney Water renewals put live mains into streets that also carry legacy assets nobody has mapped in forty years.
