Upper South Creek Pipeline – Powering Growth in Western Sydney

One of our most significant achievements to date is our involvement in the Upper South Creek (USC) Pipeline Project — a landmark 42-kilometre Sydney Water initiative designed to support the rapid growth of Western Sydney.

Subcontracted by John Holland, this large-scale pipeline project was a critical component in Western Sydney’s long-term development strategy. We commenced works in late 2023, and after an intense 18-month construction period, we completed the final stages of fieldwork in early 2025.

Our Role & Responsibilities

Locate & Map was brought on board as a specialist contractor to manage all aspects of utility and spatial data services throughout the project lifecycle. Our contributions were critical in enabling construction to proceed safely, efficiently and in accordance with Sydney Water’s strict technical standards. Our responsibilities included:

• Development and implementation of a comprehensive Dig Permit System, ensuring safe excavation and service protection across the entire alignment
• Complete utility data management, consolidating and validating service information from multiple stakeholders
• Survey setouts and Work-As-Executed (WAE) deliverables for the full 42km pipeline, ensuring accurate placement and verification
• Potholing of all existing utility crossings, allowing designers and engineers to mitigate risk and adapt designs in real time
• Utility locating along the entire alignment, from start to finish, ensuring confidence before ground was broken
• Management of GIS data to ensure spatial accuracy, consistency and integration with Sydney Water systems
• Redesigns and RFI resolution support, helping John Holland manage variations and field-driven changes efficiently

What set us apart on the USC Pipeline was the dedication and capability of our people. At the peak of construction, Locate & Map had five experienced field crews deployed full-time, supported by internal project management, data analysts and surveyors.

Our team worked side by side with civil, design and construction teams to adapt quickly to project demands, resolve unforeseen clashes, and deliver precise data under pressure. Our ability to take a project from early planning all the way through to final submission and handover is a reflection of the systems we’ve built — and the people who bring them to life.

The Upper South Creek pipeline is more than just a piece of infrastructure. It’s a vital part of the growing Western Sydney landscape — supporting housing, industrial and economic expansion fuelled by developments such as the Western Sydney International Airport, the South West Growth Area (SWGA), and the Western Sydney Aerotropolis Growth Area (WSAGA).

This pipeline lays the groundwork for the next generation of communities, and we’re proud to have played a part in helping make it a reality.

The project’s success has not gone unnoticed. The USC Pipeline was nominated for John Holland’s Project of the Year, and also received multiple nominations in the Sydney Water Awards, celebrating excellence in innovation, safety, and project delivery.
